Commercial customers & visiting hauliers
Clear information.
Traceable waste.
Bringing waste to our Rainham yard? Here’s what digital waste tracking means for your business, what to bring and how to help each load move smoothly.
England guidance · Checked 14 October 2026
What’s changed
Digital records for waste received
Digital waste tracking gives regulators a record of waste arriving at permitted receiving sites. In England and Wales, the receiver reporting requirement started on 1 October 2026.
Every received load
Permitted receivers report controlled waste they receive. Most commercial, industrial and household waste is controlled waste.
Two working days
The receiver must submit the record and receive its unique reference by the end of the second working day after receipt, excluding weekends and bank holidays.
Paperwork continues
Waste transfer notes and hazardous waste consignment notes, where required, continue alongside digital reporting.
The essentials
Help each delivery run smoothly
Before you arrive to tip at Excel, make sure your driver has the completed waste paperwork and the details of the load, carrier and vehicle.
The checklist below includes the information requested in our video. Share it with your office and drivers before they travel.
Who does what?
Your role in the waste chain
Commercial customers
Describe and classify your waste accurately, store it safely, check the carrier’s registration and complete the required transfer paperwork. Your duty of care continues when you hand the waste over.
Skip companies & hauliers
Bring the completed duty-of-care note with your full business address and the waste producer’s name, the EWC code and waste description, your carrier registration details and the full delivery vehicle registration. Make sure your driver has this information before arriving.
Carrying a load to Excel does not make you the receiving site for that delivery.
Excel as the receiver
We weigh and inspect incoming loads and use our internal systems to manage the receiving record. We may need to clarify information where the load and its description do not match.
Your business may have its own current receiver-reporting obligations for loads arriving there, even if you also deliver waste to Excel. Check your activities against the official receiver guidance.
Before you visit
Have these load details ready
As explained in our video, please bring a completed duty-of-care note and the following business, waste, carrier and vehicle details before you arrive to tip. The extra checks below help with specialist materials and acceptance.
Completed duty-of-care note
Bring your waste transfer note completed with your business details, full address and the name of the waste producer. Include the information for the actual load, not just your company name.
A clear waste description
What the waste is, where it came from and the correct six-digit List of Waste / EWC code for each waste type. “General waste” alone may not describe a load adequately.
Vehicle & quantity
Bring the full registration of the vehicle delivering the waste, and the trailer registration where applicable. Know the container type and quantity of each waste type; identify estimated and measured weights.
Waste carrier registration
Bring your waste carrier licence / registration details, including the registration number. Have your carrier’s business contact information and details of any broker or dealer available.
Hazards & special handling
Tell us about hazardous properties, contamination, persistent organic pollutants (POPs) or special handling requirements. Have relevant assessments or test results available.
Acceptance confirmed
Contact the yard before travelling if you are unsure whether we can accept the material. Describe the actual load; a waste code or tracking record alone does not confirm acceptance.
The code depends on the source and composition of the waste. Don’t choose a code just because it sounds similar. Use the official classification guidance and ask for help if needed.

What happens to your load?
Weighbridge
Incoming material is weighed on our calibrated weighbridge.
Load inspection
The load is visually checked against the description on the waste transfer note.
Directed tipping
Drivers are directed to the designated tipping area. Follow the yard team’s instructions.
Receiving record
The delivery details support the waste receipt record managed through our internal software.
If you discover an error in the waste description or paperwork, contact us promptly with the delivery date, vehicle registration and relevant document reference so the details can be checked.
Keep the right records
Digital tracking does not replace your documents yet
Non-hazardous waste
Complete and sign a waste transfer note, or a document containing the same required information. Both parties keep a copy for at least two years.
Regular, repeat deliveries
A season ticket can cover up to one year where the holder, carrier and waste type stay the same. Keep a schedule of each transfer, including the date, time, quantity and site where required. Keep both documents for two years after the last transfer.
Hazardous or specialist waste
Additional rules apply to hazardous waste, including consignment paperwork and separate record requirements. A standard waste transfer note is not a substitute.
Ask before bringing asbestos, chemicals, contaminated material or waste that may contain POPs. Do not mix it into a general load or assume the yard can accept it.
Looking ahead
Carriers, brokers & dealers: the next phase
The government’s published plan targets October 2027 for mandatory digital tracking for waste collectors, with carriers, brokers and dealers covered by the next phase. This is a planned rollout; check the latest guidance for your business before that date.
For now, keep your waste descriptions, registration details and transfer records accurate. If you already operate a permitted receiving site, your current receiver duties still apply.
Common questions
Useful answers before your next delivery
Do I need a government tracking account to bring waste to Excel?
Delivering waste to our yard does not, by itself, require you to submit Excel’s receiving record. We manage that through our internal software. Your business may have separate duties if it also receives waste at its own permitted site.
Do I still need a waste transfer note?
Yes. Bring your duty-of-care / waste transfer note completed with the business details, full address and waste producer’s name, as requested in our video. Digital receipt reporting runs alongside existing transfer documentation. Keep your own copies.
What if my load contains more than one type of waste?
Identify the different waste types and relevant codes rather than describing the whole load vaguely. Tell the team about contamination or restricted materials before travelling. Confirm whether the proposed load can be accepted.
Can I use an annual waste transfer note?
A season ticket may be suitable for qualifying repeat transfers, provided the holder, carrier and waste type stay the same. Each delivery still needs its own schedule entry, and the receiver still reports each load digitally.
Will digital tracking make a restricted load acceptable?
No. Waste acceptance depends on the material and the receiving site’s permit and arrangements. Discuss specialist waste with us before loading or travelling.
Can I get help with documents for my business records?
Contact our team with the job or delivery reference and tell us which documents you need. We can discuss the records relating to your Excel delivery.
How is my business or driver information used?
Waste records can include business contact information and delivery details needed for statutory reporting. Our privacy policy explains how we handle personal information and legal waste-record obligations.
